Dust control on a Chandler job site: Rule 310 and where fencing fits
Dust is a regulated matter in Maricopa County, which sits in a federal nonattainment area for particulate matter. That is why earth-moving projects here carry obligations that projects in most of the country do not, and why “wind fence” is a phrase contractors use casually in this Valley and nowhere else.
This page is not a compliance document. The requirements belong to the Maricopa County Air Quality Department and they are the authority on what your project needs. What follows is the practical fencing side.
What Rule 310 is about
Maricopa County’s dust rule governs fugitive dust from earth-moving, demolition, and related activity. Projects above a modest disturbed-area threshold require a dust control permit, and permitted sites are expected to run a set of control measures and to have someone trained responsible for them. Inspections happen and penalties exist.
The threshold catches more projects than people expect, including a good number of residential lot jobs and essentially all commercial pad work. If you are unsure whether your Chandler project is caught, ask the county before you start rather than after a complaint.
Where fencing fits, honestly
Wind fencing and screening are a recognised control measure for reducing windblown dust off a disturbed surface. A solid screened barrier on the upwind side of a site reduces wind velocity at ground level and therefore reduces how much material is picked up.
What fencing is not is a complete dust control approach. The measures that usually matter more:
- Water. Applied to the disturbed surface, on the schedule the plan requires. This is the workhorse.
- Stabilisation of areas that are disturbed but not actively worked.
- Track-out control at the exits, since tyres dragging dirt onto the street start more complaints than anything else.
- Limiting the disturbed area in the first place, and phasing work.
- Stopping work in high wind when the plan requires it.
A screened fence line supports all of that. It does not replace any of it, and a contractor who sells you wind fence as your dust control plan has done you no favours.
What a screened line costs
| Item | Rate |
|---|---|
| Freestanding chain link panels | $20–$50 per panel per month |
| In-ground chain link | $1.50–$3.00 per linear foot per month |
| Privacy screen or windscreen | $0.50–$1.00 per linear foot per month |
| Delivery, install, removal | $100–$500 |

The wind problem nobody mentions when selling screen
This is the part that matters most and gets said least.
A screened fence is a sail. Bare chain link lets air through. Screen makes the whole fence a solid surface, and the wind load on it rises dramatically. Valley monsoon microbursts, roughly mid-June through September, produce brief violent gusts that will lay a standard-ballasted screened line flat.
So a screened line needs:
- More ballast, at closer spacing.
- Panels tied together so the line shares load rather than falling individually.
- Bracing on long straight runs.
- In-ground posts wherever the ground allows and the job is long enough to justify it.
And sometimes it needs the screen taken off for July and August. That is a smaller invoice and the right advice for a site that cannot be set up properly. The blown over page covers the mechanism in detail.
There is a real tension here: the season with the most dust problems is also the season with the most wind. Dropping the screen is the wrong fix; building the line to carry it in that wind is the right one.
Practical setup for a Chandler site
- If only part of the line gets screen, start on the upwind side. Prevailing wind and the direction your complaints come from are both useful guides.
- Watch the edge along the street. Complaints mostly come from dirt reaching the road, and tyres put it there as often as wind does.
- Get the fence up ahead of grading, rather than waiting for a neighbour to complain.
- Walk the whole line once a week in season. Sandbags creep, ties work loose, and screen that rips at a grommet keeps peeling until someone fixes it.
- Coordinate with your water schedule. Screen reduces pickup; water prevents it.
What to expect on the call
Send the footage, which sides need screening, the duration, and whether the job runs through monsoon season. Ask for a quote on the line that actually stands up rather than the cheapest configuration, and for a straight answer on what fencing does and does not do for your dust obligations. We cover Chandler, Sun Lakes, Ahwatukee, Ocotillo, Gilbert, Tempe, and Maricopa.
Frequently Asked Questions
Do I need a dust control permit in Maricopa County?
Earth-moving work over a certain area threshold requires a dust control permit from the Maricopa County Air Quality Department, and the threshold is small enough that plenty of residential and commercial jobs are caught by it. Confirm your specific project with the county rather than assuming; the thresholds and requirements are theirs and they enforce them.
Does wind fencing count as dust control?
Wind fencing and screening are among the recognised control measures for reducing windblown dust from a disturbed site. They are one tool among several: watering, stabilisation, track-out control at exits, and limiting disturbed area all matter as much or more. Fencing is not a substitute for a dust control plan.
What does screened fence cost?
Privacy screen or windscreen adds $0.50–$1.00 per linear foot per month on top of the fence line, and it adds ballast and bracing requirements, which is real labour. The fence itself is $20–$50 per panel per month freestanding or $1.50–$3.00 per linear foot per month in-ground.
Is screened fence a problem during monsoon?
It is the single biggest wind-load issue in temporary fencing here. A screened line is a solid sail and a Valley microburst will flatten an under-ballasted one. Screened lines need more weight, closer base spacing, bracing, and ideally in-ground posts. Better to know that up front than replace a fence line in July.
